Mission
The mission of the IMPN is to eliminate the effects of systemic racism on infant mortality rates across King County by supporting communities with the highest disparities and disproportionality in outcomes.
This program is funded by three distinct sources:
- Best Starts for Kids Levy funding will be distributed among all awardees who provide services anywhere in King County.
- Public Health–Seattle & King County funding will be distributed among all awardees who provide services anywhere in King County.
- City of Seattle funding will be distributed among awardees serving City of Seattle residents
Program Description
The purpose of the Infant Mortality Prevention Network is to supplement and expand funding for existing Infant
Mortality Prevention programs, create opportunities for inter-organization collaboration, and provide access to education and resources for organization providers and their clients. This will be accomplished through the following activities:
- Direct Service: Organization staff will mobilize communities through creative outreach to low-income families and the organizations that serve them, to engage community members in education, advocacy, case management, or other direct services to high risk pregnant and parenting individuals and their families.
- Community Education: Organization will provide education in the form of group activities, printed materials, community outreach events, or other activities designed to:
- Inform the public about the infant mortality risks
- Provide education about safe practices shown to promote healthy birth outcomes and infant health
- Organization staff will participate in 4 monthly meetings annually to collaborate with each other, coordinate approaches for community mobilization, and to share best practices for services to families at high risk. Meetings will include a topic-specific educational component. Infant Mortality Prevention Network meetings currently take place on the second Monday of each month between 10:00 AM and 12:00 PM, which may be changed based on the collective needs of the participating agencies.
- Organization staff will enter direct service and community education data through a secure data collection portal. Results from these data collection activities will be used to track program delivery and utilization, and to identify client need, and to communicate program activities to Best Start for Kids, the City of Seattle and PHSKC (funding agencies).
Focus communities
Applicants should clearly identify the communities served and describe the evidence indicating their focus community is at increased risk for unhealthy birth outcomes and infant mortality:
- Pregnant and parenting people and their families who belong to one or more communities that have disparities and disproportionality in infant mortality. The King County communities that fall within this category include 1) American Indian and Alaska Native, 2) Black/African American, and 3) Native awaiian and Pacific Islander communities.
- If proposing to serve clients outside these three focus communities, Applicants must provide evidence for why their proposed focus community is at high-risk for infant mortality.
Funding Information
- Total program funding in 2022, is expected to be no less than $473,000 to be split between the awarded agencies. Full program funding will be available once the City of Seattle finalizes their 2022 city-wide budget.
- A minimum of four selected agencies will receive funding to supplement and expand their existing Infant Mortality Prevention programs for the period of July 1, 2022, through December 31, 2022.
Recipient Requirement
- Active Participation in Infant Mortality Prevention Network Activities
- Attend 4 monthly Infant Mortality Prevention Network meetings.
- Participate with Network members’ client events such as education classes, baby boosts, etc. Refer individuals and their families to health care, maternity support, WIC, and to other services available through the Infant Mortality Prevention Network and other organizations to meet their health care needs.
- Track Program activities and input client-level data using a secure data collection platform provided by PHSKC.
- Client-level data will be entered through a secure portal. Examples of required data include:
- Client’s Personally Identifiable Information including name, date of birth, zip code, and other demographic information
- Health information related to pregnancy and birth outcomes.
- Services requested by and/or provided to the client.
- All the above information will be used by PHSKC for program management purposes. A limited set of personally identifiable data (name, date of birth, zip code) may be visible to other Infant Mortality Prevention Network organizations.
- A Data Sharing Agreement (DSA), which will be signed by all participating agencies, will be included as an exhibit to the annual Agreement.
- Database credentials and training will be provided by PHSKC.
