Community Action, in partnership with Washington County, has received $1.2 million in federal American Rescue Plan Act (ARPA) funds to provide funding for community-based organizations to purchase and distribute culturally appropriate food resources to historically underserved communities across Washington County, specifically their Black, Indigenous, People of Color (BIPOC), immigrant, and refugee communities.

In addition to providing culturally appropriate food resources, organizations are encouraged to consider system gaps and access inequities, such as language and location, when delivering services to culturally, linguistically, and ethnically marginalized communities.
Funding Information
The total funds available through this opportunity are $1,225,000.00 and support the following categories:
- Culturally specific food purchases for households under the age of 60 – $750,000.00
- Culturally specific food purchases for households over the age of 60 – $300,000.00
- Capital expenses to support food distribution activities (i.e. equipment, storage, etc.)- $175,000.00.
Allowable Expenditure
- Funds can be used towards purchases such as food, gift cards, edible plants, and other culturally-specific food resources, with up to 25% of total funds being used towards admin and indirect costs, such as staffing, overhead, language translation services, outreach materials, etc.
- This opportunity also includes a limited amount of funds for one-time, capital expenses, such as: equipment costs, freezers, shelving, and other storage, resilience, and food distribution needs.
Criteria
Interested applicants should be able to demonstrate how funds will support a project, program, or initiative that improves access to culturally appropriate food resources and services in a historically underserved community in WA County. Organizations that serve Black, Indigenous, People of Color (BIPOC), immigrant, refugee, or a community in Washington county that, historically, has not been equitably served by the food access systems are highly encouraged to apply.
Funding Requirements
This funding opportunity is made available through a federal funding source that requires data collection and reporting, including:
Documentation of Purchases, all organizations are required to submit receipts or other approved documentation of purchases made with these funds.
Client Demographic Data, some organizations are required to collect and report voluntary client information, including race, ethnicity, gender, and income. If any of your organization’s services, facilities, or recipients-served are located inside a federally recognized underserved area (QCT), you will not need to collect and report this data.
