The Community Initiative Grant will distribute funding to community-based organizations, nonprofits, businesses, and Town of Old Lyme Government Services (departments/boards/commissions) for eligible programs, services and capital investments that can address the negative impacts of the COVID-19 public health emergency and create new transformative opportunities for Old Lyme residents.

Program funds are not intended to replace other federal, state, or local ARPA assistance; applicants may not receive program funding for project expenses that were funded through other federal, state, or local grants
The American Rescue Plan Act (ARPA) provided $2.162 million in State and Local Fiscal Recovery Funds (SLRF) to the Town of Old Lyme (Town) to assist in the recovery from the pandemic. SLFRF payments are intended to be prospective and used to address a need arising from the pandemic. All funds must be obligated by the Town of Old Lyme by December 31, 2024, and all funds spent by grantees by December 31, 2026.
The Town can only use SLRF to:
- Provide for government services up to the amount of SLRF received by the Town of Old Lyme,
- Respond to public health and negative economic impacts of COVID-19,
- Provide premium pay to workers performing essential work, and Invest in Water/Sewer/Broadband infrastructure.
Eligibility Criteria
A recent town wide survey of residents, governmental agencies, businesses, and nonprofit organizations revealed strong community support for funding pandemic response and recovery in the following areas: Infrastructure & Broadband, Assistance to Nonprofits and Small Businesses, Mental Health Services, Government Services, Premium Pay, Assistance to Families, Early Childhood, Increase Tourism and Local Business Patronage, and Affordable Housing.
