The goal of these activities is to reduce the frequency and severity of homelessness in Battle Creek.
Eligible Activities
The following activities are eligible under HOME-ARP:
- Tenant-Based Rental Assistance (TBRA)
- Supportive Services
- Acquisition and Development of Non-Congregate Shelter
- Acquisition and Development of Affordable Rental Housing
Evaluation Criteria
Proposals will be evaluated based on the strategic value of the project and the agency’s experience, capacity, and ability to meet the performance requirements of this RFP. Proposals will be assessed to determine the most comprehensive, competitive, and best solution for City residents based on, but not limited to the following criteria:
- Strategic value and alignment with the Battle Creek Area Homeless Coalition’s Plan to End Homelessness.
- Proposed project outcomes
- Qualifications and experience working with at-risk populations
- Agency experience working with proposed homelessness assistance programs or development of housing for HOME-ARP targeted populations
- Proposed approach
- Proposed cost-effectiveness
