HOME Investment Partnership Program (Tenant Based Rental Assistance and Rehabilitation) – Utah

The Housing & Community Development is inviting applications from nonprofit organizations, Salt Lake County Consortium members, developers, sponsors, or Community Housing Development Organizations to provide assistance to households to afford housing costs or preserve existing rental or homeowner housing units.

Details:

The HOME Investment Partnership Program (HOME) is the largest federal block grant designed to create affordable housing for low-income households. The U.S. Department of Housing and Neighborhood Development (HUD) designed the program to reinforce the following principles of community development:

  • Empower communities to design and implement strategies that support their own needs and priorities.
  • Expand and strengthen partnerships among all levels of government and the private sector in the development of affordable housing.
  • Build capacity with partners through technical assistance activities and set-asides for qualified community-based nonprofit housing groups.
  • Mobilize community resources in support of affordable housing through the requirement that participating jurisdictions match twenty-five percent (25%) of program funds.

Eligible Project Types 

Projects seeking funding through the Salt Lake County HOME Investment Partnership program must be one of the eligible project types listed below.

  • Option 1: Tenant Based Rental Assistance Projects that are eligible to be funded to provide rental assistance for homeless prevention or short-term rental assistance to individuals or families experiencing homelessness.
  • Option 2: Owner Occupied Rehabilitation: Projects that focus assisting low-income homeowners with rehabilitation of their home. Eligible projects must provide for a period of affordability, imposed through covenant or other enforceable legal mechanism. The length of affordability depends upon the amount of HOME investment per unit and the nature of the activity.
  • Option 3: Rental Housing Rehabilitation. Projects that focus on rehabilitation with or without acquisition of a residential property for affordable rental housing or rehabilitation of a property that the organization already owns for use as affordable housing. This includes conversion of a commercial or other non-residential building for residential use. Eligible projects must provide for a period of affordability, imposed through covenant or other enforceable legal mechanism. The length of affordability depends upon the amount of HOME investment per unit and the nature of the activity.

Funding Information

Salt Lake County Division of Housing and Community Development (“HCD”) has released a Request for Applications (RFA) for Salt Lake County HOME Investment Partnership program (“HOME”). Through this RFA, Salt Lake County will approximately allocate one million five hundred twenty thousand dollars ($1,520,000.00) to eligible HOME projects and programs.

The funding is expected to be distributed as follows:

  • Tenant Based Rental Assistance $800,000.00
  • Owner Occupied Rehabilitation $300,000.00
  • Rental Housing Rehabilitation $420,000.00

Requirements 

To be considered eligible, projects seeking funding through the Salt Lake County HOME Investment Partnership program must meet the following requirements:

  • Be located wholly within Salt Lake County.
  • Must be a non-profit organization, Salt Lake County Consortium member, developer, sponsor, or Community Housing Development Organization (“CHDO”).
  • Provide long-term permanent housing units for low-income households.
  • Aid in supporting the priorities and needs addressed in the Salt Lake County Consolidated Plan.
  • Comply with HOME Requirements.
  • Demonstrate the ability to obligate and expend awarded funds by the stated deadlines.
  • Effectively leverage County funding.
