Details:

The City of Manhattan expects the U.S. Department of Housing and Urban Development (HUD) to allocate an annual formula grant, through the Community Development Block Grant (CDBG) Program. This allocation will be for Program Year (PY) 2024, which will begin July 1, 2024, and end June 30, 2025. The actual amount and availability of CDBG funds are subject to U.S.

Eligible Activities 

  • Senior Services: Services primarily for the elderly, which may include disabled persons if the focus remains on serving the elderly population. For services primarily for persons with disabilities, propose funding for “Services for Persons with Disabilities” instead.
  • Services for Persons with Disabilities: Services catering to individuals with disabilities, regardless of age.
  • Legal Services: Provision of legal aid to low- and moderate-income (LMI) individuals. If legal services focus solely on the settlement of tenant/landlord disputes, propose funding for “Tenant/Landlord Counseling”.
  • Youth Services: Services targeting young people aged 13 to 19, including recreational activities and teen counseling programs. Counseling programs for teens that also involve family counseling should be included. For services aimed at children aged 12 and under, request funding under “Child Care Services. Services for abused and neglected children should be proposed under “Services for Abused and Neglected Children”.
  • Transportation Services: General transportation services. Specific transportation services for particular client groups should use the relevant activity category, such as using “Senior Services” for transportation services for the elderly.
  • Substance Abuse Services: Programs for substance abuse recovery and prevention/education. If services target a specific client group, the relevant category for that group may be used. For instance, substance abuse services for teenagers may fall under either this activity or “Youth Services”.
  • Services for Victims of Domestic Violence, Assault, or Stalking: Services for victims of domestic violence, dating violence, sexual assaults, or stalking. For services exclusively for abused and neglected children, use “Services for Abused and Neglected Children”.
  • Employment Training: Assistance to enhance self-sufficiency, including literacy, independent living skills, and job training.
  • Crime Awareness/Prevention: Promotion of crime awareness and prevention, including education programs and funding for security guards.
  • Fair Housing Activities: Fair housing services, such as counseling on housing discrimination, which meet national objectives if proposed as a Public Service.
  • Tenant/Landlord Counseling: Counseling aimed at preventing or resolving disputes between tenants and landlords.
  • Child Care Services: Services benefiting children, typically under the age of 13, including parenting skills classes. Exclusively for abused and neglected children, utilize “Services for Abused and Neglected Children”.
  • Health Services: Services addressing the physical health needs of community residents. Mental health services should be categorized under “Mental Health Services.
  • Services for Abused and Neglected Children: Daycare and other services exclusively for abused and neglected children.
  • Mental Health Services: Services addressing the mental health needs of community residents.
  • Screening for Lead Poisoning: Activities primarily focused on providing screening for lead poisoning.
  • Subsistence Payments: One-time or short-term emergency payments on behalf of individuals or families, generally for preventing homelessness, such as utility payments and rent/mortgage assistance.
  • Homebuyer Assistance: Down payment assistance provided as a public service, excluding housing counseling under 24 CFR 5.100, subject to the Public service cap.
  • Rental Housing Subsidies: Must be carried out by CBDOs or 105(a)(15) entities.
  • Security Deposits: Tenant subsidies exclusively for payment of security deposits.
  • Housing Counseling: Counseling for renters, homeowners, and potential new homebuyers provided as an independent public service.
  • Housing Information and Referral Services: Activities providing housing information, education, and referral services, or general budget/financial counseling not covered under housing counseling.
  • Food Banks: Costs associated with operating food banks, community kitchens, and food pantries, including staff costs, supplies, utilities, maintenance, and insurance.
