CDA is seeking a not-for-profit organization to perform construction management services in order to administer a Historic Home Repair Program for owner-occupants who live in the Hyde Park, Ville, Visitation Park or other national register or local historic districts of the City of St. Louis.

Details:

The cost of maintaining the architectural integrity of historic buildings in local and National Register districts can be expensive, and beyond the reach of many homeowners. The cost of both construction materials and labor has skyrocketed since the onset of the COVID-19 pandemic, thus making these necessary and critical repairs unaffordable for many homeowners. This project will provide State and Local Fiscal Rescue Funds (SLFRF) in the amount of One Million Dollars ($1,000,000) which were appropriated by the American Rescue Plan Act (ARPA) to assist homeowners with making necessary repairs to preserve the integrity of their homes.

Project Goals

  • To have a seamless integration into the existing Healthy Home Repair Program delivery system
  • To expedite the delivery of services for both homeowners currently in process in the Healthy Home Repair Program, on the existing waiting list, as well as those who have been referred to the program by the Cultural Resources Office at the time of building permit application
  • To provide quality home repairs to owner-occupants living in the Hyde Park, The Ville and Visitation Park, or other City of St. Louis national register or local historic districts that meet all Secretary of Interior’s standards, including Section 106 of the National Historic Preservation Act as well as other national register and local historic district standards
  • To provide exceptional program and construction management services so that homeowners assisted in the program feel well served by the program.

Eligibility Criteria 

Applicants must meet the following qualifications:

  • Firm must be a non-profit organization.
  • The firm selected must demonstrate capacity in administering federally-funded home repair programs.
  • The firm selected must provide evidence that they have experience in qualifying homeowners for ARPA funding, including conducting income eligibility determinations.
  • The firm selected is expected to have existing staff with significant construction management experience for comprehensive rehabilitation projects, i.e. historic renovations, substantial rehabilitation, gut rehabilitation, system replacements, lead-based paint remediation, health and safety upgrades, etc. Applicants without staff with experience in this area, or those that only have experience in minor home repair programs will not be considered.
  • The selected firm must show that they are experienced in conducting loan closings and working with homeowners who are eligible for federally-funded programs.
  • Applicants must provide the names and contact information of existing contractors in which they currently conduct business who can complete historic renovations in a compliant manner
  • Applicants should list the basic requirements that they require of contractors that they work with
  • Applicants should provide scopes of work and “before and after” pictures for completed projects in historic districts or in which historic renovations were performed
  • The winning firm must obtain a City business license if applicable and register on the earnings tax rolls if not currently so. Payment of all taxes must be current.
  • Bidders should provide a listing of staff that will be involved in the administration of the program and list their duties
  • Bidders should provide a line item budget that includes all costs, i.e. salaries, fringe benefits, office supplies, rent, utilities, funding for repairs, etc.
  • Bidders should provide a personnel schedule which lists each position by name, title, salary per pay period, all fringe benefits by category, i.e. FICA, health, etc.
  • The bidder should provide a flowchart of how they will administer the program.
  • The winning firm must have proof of general liability insurance.
