Illinois: Resilient and Efficient Codes Implementation Support Program

The Illinois Department of Commerce and Economic Opportunity (the “Department” or “DCEO”) is issuing this Notice of Funding Opportunity (“NOFO”) to set forth the requirements of the Department’s Resilient and Efficient Codes Implementation Support program.

Details:

Eligible applicants will apply for this program after they have been selected for a DOE’s Resilient and Efficient Codes Implementation program award. In alignment with DCEO’s mission, awardees will have already been selected for funding by the DOE to convene and educate key stakeholders to foster collaboration, deliver relevant training, and connect building owners, operators, and contractors to resources that equitably support advanced code adoption and compliance in Illinois. With DCEO support, eligible applicants will be further positioned to offer scalable and replicable solutions to equitable decarbonization of the building industry, delivering benefits of climate and clean energy investments to disadvantaged communities.

Performance Goals and Measures

Award recipients will be required to report quarterly on the following details:

  • Number of Illinois residents directly trained due to the project’s programming.
  • Number of publicly available resources created through programming.
  • Number of publicly available training events hosted throughout Illinois.
  • Completion of key milestones/deliverables.
  • Other, as warranted.

Funding Information

  • Estimated Total Program Funding: $200,000.
  • Award Range: $100,000 – $200,000.

Grant Period

Anticipated start date for awards is April 4, 2024. The period of performance is expected to be April 4, 2024 through July 31, 2024.

Eligibility Criteria 

  • Non-profit Organizations
  • Eligible entities include eligible applicants that also meet the following guidelines:
    • Applicant must have been selected for funding by the U.S. Department of Energy’s Resilient and Efficient Codes Implementation program.
    • Applicant must be headquartered in Chicago and perform work nationally. Documentation of a notice of award from the Department of Energy’s Resilient and Efficient Codes Implementation program must be provided.
