Comprehensive Highway Injury Reduction Program – Indiana

The Indiana Criminal Justice Institute (ICJI) Traffic Safety Division (TSD) is seeking proposals for the Comprehensive Highway Injury Reduction Program (CHIRP).

Details:

CHIRP provides funding to state agencies and units of local government to support traffic safety projects that are proven to reduce fatalities and severe injuries. In addition, CHIRP projects support enforcement and education efforts to combat injuries and fatalities resulting from a traffic crash. 

Priority Areas

Applications for funding should fall under one of the CHIRP priority areas identified below.

  • Click it to Live it Project (CITLI)
    • CITLI is a high visibility enforcement (HVE) and/or education project focused on preventing and reducing traffic injuries and/or fatal crashes resulting from individuals riding unrestrained or improperly restrained in motor vehicles.
  • Driving Under the Influence Task Force Project (DUITF)
    • DUITF projects adopt and implement effective programs to reduce traffic safety problems resulting from individuals driving motor vehicles while under the influence of alcohol, drugs, or a combination of alcohol and drugs.
  • Stop Arm Violation Enforcement Project (SAVE)
    • SAVE projects utilize HVE and/or education in targeted areas where high rates of school bus stop arm violations occur to prevent future violations.
  • Motorcycle-High Visibility Awareness Project (MC-HVA)
    • MC-HVA projects include activities and/or education thattargetthe reductionofmotorcycle crashes. MC-HVA combines high visibility enforcement with elements that educate the public and heighten awareness of motorcycles on the roadway.
  • Pedestrain- Bicycle (PEDBIKE)
    • PEDBIKE projects utilize HVE and/or education to decrease nonmotorized road user fatalities and injuries that result from a crash involving a motor vehicle.

Project Period

The award period for this grant shall be October 1, 2024 – September 30, 2025.

Eligibility Criteria

State agencies, units of local government, and units of tribal government are eligible to apply for CHIRP funding. A unit of local government is defined as: a city, county, town, township, or other political subdivision of a state; any law enforcement district or judicial enforcement district that is established under applicable state law and has authority to, in a manner independent of otherstate entities, establish a budget and impose taxes; and includes Indian tribes which perform law enforcement functions as determined by the Secretary of the Interior. Traffic Safety Partnerships (TSPs) are also eligible to apply. Additionally, all applicants awarded a grant from the ICJI-TSD must agree to:

  • Comply with all provisions of the grant agreement.
  • Comply with all award conditions set forth in the Special Conditions, Certifications, and Assurances.
  • Submit all reports in the prescribed format and timeframes as determined by the TSD.
  • Submit quarterly performance measures as listed in the Special Conditions.
  • Comply with federal guidelines contained in 2 CFR Part 200.
  • Comply with 23 CFR part 1300—Uniform Proceduresfor State Highway Safety Grant Programs.
