The funding in this Request for Proposals (RFP) provides critical economic and workforce development resources to support San Francisco’s residents, businesses and visitors.

The funding in this Request for Proposals (RFP) supports programs delivered through OEWD’s Business Development (“Biz Dev”), Economic Recovery and Regeneration (“ERR”), Invest In Neighborhoods (“IIN”), Office of Small Business (“OSB”), and Workforce (“WF”) Workforce.

    • Business Attraction, Retention, and Expansion Program
      • Applicants may propose budgets of up to $400,000 to cover 12 months of services
    • Nonprofit Sustainability Initiative: Lease Stabilization
      • Applicants may propose budgets of up to $625,000 to cover 12 months of services
  • Economic Recovery and Regeneration
    • Citywide Outdoor Movie Night Program
      • Applicants may propose budgets up to $315,000 to cover 12 months of services
  • Invest In Neighborhoods
    • Small Business Disaster Relief
      • Applicants may propose budgets of up to $100,000 to cover 12 months of services
    • SF Shines Window Display
      • Applicants may propose budgets of up to $25,000 to cover 12 months of services
    • SF Shines Storefront Improvement
      • Applicants may propose budgets of up to $250,000 to cover 36 months (3 years) of services
    • Food Incubator and Commissary Kitchen Program
      • Applicants may propose budgets of up to $250,000 to cover 12 months of services
    • Excelsior Ambassador Program
      • Applicants may propose budgets of up to $400,000 to cover 12 months of services
    • African American Cultural Preservation and Celebration Events
      • Applicants may propose budgets of $25,000 per 100 estimated event attendees, not to exceed $100,000 per proposal. The initial service term is expected to be 12 months
    • Chinatown Visitor Information and Welcome Program
      • Applicants may propose budgets of up to $150,000 to cover 12 months of services
    • SOMA Filipina Cultural District Economic Vitality
      • Applicants may propose budgets of up to $100,000 to cover 12 months of services.
    • Transgender Community Festivals

    • Castro Street Fair
      • Applicants may propose budgets of up to $25,000 to cover 12 months of services
    • Castro District Commercial Corridors Events and Activations
      • Applicants may propose budgets of up to $30,000 per event to cover costs for up to 12 months of services.
    • Castro Vacant Storefront Activation Program
      • Applicants may propose budgets of up to $100,000 to cover 12 months of services.
    • Castro Mini-Grant Program for Business Activations
      • Applicants may propose budgets of up to $50,000 for 12 months of services
    • Securing Mission Arts and Cultural Festivals
      • Applicants may propose budgets of up to $1,000,000 for a 12-month term
    • API Community Businesses ADA Compliance and Legal Services
      • Applicants may propose budgets of up to $350,000 to cover 12 months of services.
    • API Community Businesses Technical Assistance Services in Support for Economic Recovery
      • Applicants may propose budgets of up to $50,000 to cover 12 months of services
    • Citywide Cultural Engagement through API-led Celebrations, Festivals and Events in Support of Economic Recovery
      • Applicants may propose budgets of up to $50,000 to cover 24 months of services.
    • Chinatown Cultural Celebrations, Festivals, and Events in Support of Economic Recovery
      • Applicants may propose budgets of up to $50,000 to cover 24 months of services.

      • The total amount of funding available under this program area is anticipated to be up to $500,000 over a four-year term

Eligibility Criteria

You are eligible to apply if you:

  • Are a nonprofit 501(c)(3) organization, registered with the Internal Revenue Service and in good standing with the State of California’s Registry of Charitable Trusts.
  • Are not debarred or suspended from participation in local, State, or Federal programs;
  • Can comply with all local, state, or federal laws and regulations if funded
