The SBIR and STTR programs are administered by NIFA on behalf of USDA provides assistance to small-business concerns (SBC) to enable them to undertake and to obtain the benefits of research and development (R&D) in order to maintain and strengthen the competitive free enterprise system and the national economy.

NIFA is soliciting applications under the following ten SBIR/STTR topics / program areas:

  • Rural and Community Development
  • Aquaculture
  • Biofuels and Biobased Products

The SBIR/STTR Phase I programs are aligned with the following USDA Science and Research Strategy, 2023–2026 priorities:

  • Priority 1: Accelerating Innovative Technologies & Practices
  • Priority 2: Driving Climate-Smart Solutions
  • Priority 3: Bolstering Nutrition Security & Health
  • Priority 4: Cultivating Resilient Ecosystems

Funding Information

  • Estimated Total Program Funding: $15,500,000
  • Award Ceiling: $181,500
  • Award Floor: $125,000

Eligibility Criteria

  • Applicants for the SBIR/STTR Phase I must meet all the requirements discussed in this RFA. Failure to meet the eligibility criteria by the application deadline may result in exclusion from consideration or preclude NIFA from making an award. For those new to Federal financial assistance, NIFA’s Grants Overview provides highly recommended information about grants and other resources to help understand the Federal awards process.
  • Each applicant must qualify as an SBC through registration with the SBA for R/R&D purposes at the time of selection. Failure to meet an eligibility criterion by the application deadline may result in the application being excluded from consideration or, even though an application may be reviewed, it will preclude NIFA from making an award.
  • SBIR/STTR eligibility requirements are in place to ensure that the funds go only to small, independent US businesses. The regulations include restrictions about (1) the type of firm, (2) its ownership structure, and (3) the firm’s size in terms of the number of employees.
