Details:

The RTP is a state-administered local assistance program of the U.S. Department of Transportation’s Federal Highway Administration (FHWA). RTP is administered by the California Department of Parks and Recreation (DPR). Motorized projects are administered by the Department’s Off-Highway Motor Vehicle Recreation (OHMVR) Division and non-motorized projects are administered by the Department’s Office of Grants and Local Services (OGALS).

The Recreational Trails Program (RTP) provides funds to the States to develop and maintain Recreational Trails and trail-related facilities for both non-motorized and motorized Recreational Trail uses.

Eligible Projects 

  • Non-Motorized Projects
    • Acquisition of easements and fee simple title to property for Recreational Trails or Recreational Trail corridors. (Must involve a willing seller.)
    • Development and Rehabilitation of trails, Trailside and Trailhead Facilities.
    • Construction of new trails (with the following restrictions for new trails on federal lands):
      • Permissible under other law;
      • Necessary and recommended by a statewide comprehensive outdoor recreation plan that is required by the Land and Water Conservation Fund Act of 1965 (16 U.S.C. 4601 4 et seq.) and that is in effect;
      • Approved by each federal agency having jurisdiction over the affected lands.
  • Motorized Projects
    • Acquisition of easements and fee simple title to property for Recreational Trails or Recreational Trail corridors. (Must involve a willing seller.)
    • Development and Rehabilitation of trails, Trailside and Trailhead Facilities.
    • Construction of new trails.
    • Maintenance of existing trails.
    • Purchase and lease of trail construction and Maintenance equipment.
    • Assessment of trail conditions for accessibility and Maintenance.
    • Development and dissemination of publications and operation of educational programs to promote safety and environmental protection related to trails (including supporting non-law enforcement trail safety and trail use monitoring patrol programs and providing trail-related training).

Eligibility Criteria 

Cities, counties, Districts, state agencies, federal agencies, and nonprofit organizations with management responsibilities over public lands are eligible.

  • A nonprofit organization is deemed to have management responsibilities over public lands when a written agreement exists between the nonprofit organization and a public land management agency that identifies the nonprofit organization’s responsibilities over public lands to include planning, Development or construction, Acquisition, operations, or Maintenance of trails or trails related facilities.
  • Public lands may be in either public or private ownership. For the purposes of the RTP, private lands will be considered as public lands provided that the Applicant has land tenure and there is reasonable public access. Reasonable public access must be assured to in writing by the Applicant and be approved by DPR.
