Details:

This type of software saves staff processing time by instantly verifying the code compliance of solar systems and issuing permits, improving efficiency for solar installers and ensuring Coloradans can start benefiting from rooftop solar panels as quickly as possible.

Program Goals

The objectives of the APPS grant program are to:

  • Increase the number of jurisdictions in Colorado that utilize an automated permitting platform that verifies code compliance and issues permits in real time for solar energy and storage systems.
  • Reduce permitting, inspection, and cost barriers for jurisdictions associated with residential solar and storage projects in order to accelerate the development of rooftop solar and storage.
  • Enable Colorado jurisdictions to take advantage of other local, state, and federal incentives for renewable energy by increasing their ‘solar-readiness’ through automated permit processing.
  • Scale up residential solar projects in order to help the State meet its renewable energy goal of one hundred percent renewable energy by 2040.
  • Advance the goals of the State’s GHG Pollution Reduction Roadmap.

Funding Information

  • CEO is allocating up to $992,709 in total project funding available.
  • Maximum funding amounts range from a minimum of $40,000 to a maximum of $100,000 per applicant. APPS Maximum Funding Awards by Population:
    • Applicant Population: Less than 50,000; Maximum Funding Award Amount: $40,000
    • Applicant Population: 50,000 to 99,999; Maximum Funding Award Amount: $60,000
    • Applicant Population: 100,000 to 199,000; Maximum Funding Award Amount: $80,000
    • Applicant Population: 200,000 or greater; Maximum Funding Award Amount: $100,000
  • There is a minimum funding award of $2,500 for the APPS program.

Eligible Projects

APPS grant funding may cover the costs to adopt an automated permitting software, including:

  • In-house staff time or training
  • Training for installers or developers
  • IT or consultant time
  • Maintenance or subscription costs for up to three years
  • Hardware or Equipment

Population Determination

Applicant population will be based on the population(s) reported by the applicant and verifiable through the 2020 United States Census data. For the purpose of this application, a county’s population is considered the population outside of the incorporated cities within the county’s borders, with the exception of consolidated cities & counties.

Eligible Applicants

Local entities with the authority to approve the building permits and/or inspections for solar installations. These entities vary by location but typically include local governments (a statutory or home rule municipality, county, city & county or special district in the State of Colorado) and tribal governments.
