Purpose

In addition to improving the appearance of downtown, the purpose is to promote and assist financially with façade improvements in order to attract more business as well as new businesses to downtown Kinston, preserve the unique architecture that define the history, and encourage the use of quality materials and craftsmanship, with sensitivity to the historic district.

Funding Information

  • Grant funding requires a funding match by the applicant. For example, a $1,000 project would receive a $500 grant.
  • The grant award caps at $10,000 for projects costing $20,000+.

  • Removal of false fronts
  • Restoration of metal canopies
  • New canvas awnings
  • Safe cleaning of brick and stonework
  • Exterior windows and doors that match the original
  • Exterior paint (brick never before painted should not be painted)
  • Historic reconstruction
  • Restoration of historic interior architectural details
  • Repointing of exterior masonry.

Who is Eligible? 

  • Any property owner or business tenant in a commercial building in Downtown is eligible to apply.
  • Either the property owner or the business tenant of a building may submit an application. Property owners and business tenants may also apply jointly. In any case, only one application may be submitted for each improvement made to a structure.
  • A business tenant applicant must include the property owner’s written consent for any improvement/renovation.
  • Properties must be located within the boundaries of the MSD.
  • A building that appears unified and/or functions essentially as one building inside regardless of the number of entries, businesses within, utility meters or the number of property tax cards associated with the property will be considered as one building/one award. In other words, if a portion of the building cannot be sold today as an individual, stand-alone building it will be considered as one building for the purposes of this award and the limited resources associated with the funding.

Criteria 

  • Priority will be given to those proposals that make highly visible and significant design contributions to the downtown area.
  • All design proposals must meet applicable zoning and code requirements of the City of Kinston.
  • Funding for interiors is limited to the restoration of historic architectural details that are integral to the interior design of the building such as, for example, pressed metal ceilings or wood floors.
  • Interior and exterior grants must be submitted separately. However, it may be that only one gets funded.
  • A property does not have to be occupied at the time a Grant application is submitted.
  • All applications must be submitted to the Downtown Kinston Revitalization office at 327 N Queen St.
  • In some instances, the Historic District Commission may be required for consultation and review of the application and may make recommendations for final approval.
  • The particular scope or work described in the application may not begin before final approval is made or consideration will be removed.
  • Once approved, work must begin within 60 days and be completed within 4 months.
