Eligibility Requirements
- Must be a for-profit business with at least 51% Black ownership.
- Must have active registration with the Oregon Secretary of State’s Office.
- Must currently operate in Portland, OR (>2 years).
- Must submit the last two years of business tax returns, including Schedule C.
