The Anne Arundel County Department of Health (AACDOH) Behavioral Health Bureau is seeking applications from Recovery Residences currently operating in Anne Arundel County with the goal to improve resident safety and alleviate barriers for Recovery Residences seeking to obtain or maintain Maryland Certification of Recovery Residences (MCORR), as implemented by the Maryland Department of Health’s Behavioral Health Administration.

Details:

The purpose of the FY25 Recovery Residence Fire Suppression System Community Grant Program is to contribute to the addition of lifesaving fire suppression systems and to mitigate financial barriers for Anne Arundel County Recovery Residences related to the installation of Water Service/Fire Lines, Meter Vaults, Water Meters and sprinkler/suppression systems directly associated with the addition and/or upgrade of a National Fire Protection Association (NFPA) compliant fire suppression system. The grant is intended to increase the availability of certified recovery housing in Anne Arundel County to ensure that residents have access to safe sober housing. Funding awarded under the grant shall be utilized to install fire suppression systems in Recovery Residences.

Funding Information

  • Total of up to $1,000,000 in grant funds
  • Up to $30,000 per house not to exceed $150,000 per provider.

Eligible Costs

Eligible expenditures include, but may not be limited to:

  • Assistance in implementing state-certified Fire Suppression Systems
  • Installation of sprinkler systems
    • Requires a minimum of three quotes for installation costs as well as a justification why the lowest quote was not selected, if applicable
    • Application should include quotes/estimates for cost of project per location
    • Quotes must be obtained from regular dealers/installers of Fire Suppression Systems.

Applicant Requirements

  • Must be a Recovery Residence Provider operating in Anne Arundel County before January 1, 2024.
  • Recovery Residence must be certified by the MCORR Board and remain in compliance with all requirements for the entire duration of operation.
    • Must provide proof of application for MCORR Certification OR
    • Must be certified within 90 days of completion of work
  • Must report to the Grant Administrator, in writing, any situations presenting potential conflicts of interest that could directly compromise or bias professional judgment and objectivity related to the management of financial assistance upon submission of application. Examples of potential conflict of interest include, but are not limited to: employment of self or family members with the county, applicant ownership or financial interest in any company associated with the fire suppression installation, or utilizing county employee-operated businesses to complete county-funded projects.
  • Must be in good standing with the:
    • Internal Revenue Service (IRS)
    • Maryland State Department of Assessments and Taxation
    • Maryland Charities and Legal Services Division, if applicable
  • Have no open or outstanding complaints, charges or open investigation(s) with the Maryland Department of Health, Attorney General or any other governing or regulating body.
  • If the applicant seeks funds for improvements to a rented property, the applicant must also:
    • Demonstrate that the property owner will allow the intended improvements via submission of a letter of support from the landlord or property owner stating that permission to have a recovery home is explicitly allowed and specifies the intention and length of time that is expected to continue the lease for the purpose.
    • Property owner will also have to sign grant agreement as beneficiary.
