These programs are provided by non-profit organizations and can demonstrate that the approach has produced, or will produce, positive outcomes in correctional environments.
Grants shall be awarded to fund programs that provide insight-oriented restorative justice and offender accountability programs that can demonstrate that the approach has produced, or will produce, positive outcomes in department facilities, including, but not limited to:
- Increasing empathy and mindfulness.
- Increasing resilience and reducing the impacts of stress and trauma.
- Reducing violence in the form of physical aggression, verbal aggression, anger, and hostility.
- Successfully addressing and treating the symptoms of post-traumatic stress disorder.
- Victim impacts and understanding.
Funding Information
- This project will provide $5 million in grants per year for three fiscal years ($15 million total) to eligible non-profit organizations to fund transformative programs in one or more CDCR institutions.
- Awarding of grants is subject to the following limitations:
- Each applicant organization is limited to no more than $750,000 in cumulative grants (5% of $15 million cumulative grant authority).

July 1, 2025 to June 30, 2028.
Eligibility Criteria
- Non-Profit Status
- Non-profit organizations are eligible to apply for a CARE Grant(s). Organizations that do not have a non-profit status may operate under the sponsorship of a fiscal sponsor with non-profit status for purposes of grant eligibility. If the applicant is a multi-state organization with headquarters in another state, the applicant is required to have physical offices in California and currently provide services to California residents.
- Fiscal Sponsor
- For the purposes of the grant, individuals or organizations that do not have their own nonprofit status shall operate under the sponsorship of a fiscal sponsor with non-profit status. Any program awarded a CARE Grant under the sponsorship of a fiscal sponsor and chooses to obtain a 501(c)(3) non-profit status during the grant period may terminate the fiscal sponsorship by submitting a fiscal sponsor change request. This process may require four (4) to six (6) months to be completed. The fiscal sponsor will remain the sponsor of the grant program and the payee for grant payments until the fiscal sponsor change has been completed.
- Program Experience
- Organizations applying for this grant shall have previously demonstrated success with incarcerated individuals within an adult correctional environment. A current and/or new community-based organization which proposes a program that demonstrates success and/or positive outcomes may submit an application.
- Program Enrollment
- It is the intent of the CARE grant committee that all grantees are willing to admit any and all interested and/or endorsed participants, regardless of commitment offense, security level, criminal history, and length of sentence. Program enrollment is subject to institution policies and/or state and federal laws.
