The goal of the Tribal Colleges and Universities Head Start (TCU-HS) Partnership Program award is to establish or enhance partnerships with, and increase the number of qualified education staff working in, American Indian and Alaskan Native (AIAN) Head Start and Early Head Start programs. The aim of the TCU-HS Partnership Program is for the entity that receives the award (TCU recipient) to partner with one or more AIAN Head Start recipients. Together, the partners will identify the number of current or potential AIAN Head Start staff to be enrolled, design a program that is responsive and provides effective support to retain students, and identify the number of expected conferred credentials or degrees. The TCU-HS Partnership Program design will include all the support necessary for current or potential AIAN Head Start staff to successfully participate in the program and acquire degrees or credentials.

- Public and State controlled institutions of higher education
- Native American tribal governments (Federally recognized)
- Native American tribal organizations (other than Federally recognized tribal governments)
- Private institutions of higher education
- Eligible applicants include Tribal Colleges and Universities as defined in Section 316(b) of the Higher Education Act of 1965 (U.S.C.1059c(b)). Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
