Oregon: CDBG & HOME Investment Partnerships Grants

The City of Corvallis is excited to announce two request for proposals for projects that are eligible for funding through the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) under the U.S. Department of Housing and Urban Development (HUD).

Details:

The City of Corvallis invites proposals for the following two funding programs (estimated funding amounts):

  • CDBG Capital Project ($450,000)
  • HOME Capital Project ($250,000)

Grant Period

July 1, 2025 – June 30, 2026.

Eligible Activities

  • CDBG
    • Acquisition of real property (improved or unimproved) that will result in the provision of housing for low-income households;
    • Acquisition and/or rehabilitation of residential property for use as supportive permanent or transitional housing for families or individuals who are homeless, non-homeless families or individuals with priority special needs;
    • Acquisition and/or rehabilitation of residential property for use as rental housing that is affordable to low-, very low-, and extremely low-income tenants;
    • Acquisition of real property (improved or unimproved) that will result in the creation of a public facility that will serve the homeless, non-homeless priority special needs populations, or a presumed low-income clientele;
    • Construction or rehabilitation of a building that will function as a public facility that will serve unhoused, housed priority special needs populations, or a presumed low-income clientele; or
    • Construction of public infrastructure needed to support affordable housing.
  • HOME
    • HOME funds may be used for projects that include one or a combination of the following:
      • Land/property acquisition for the provision of affordable housing (owner- or renter occupied);
      • Low-income owner- or renter-occupied housing construction; and
      • Rehabilitation, reconstruction, or conversion of housing that is or will become affordable to low-income owners or renters.

Eligibility Criteria 

  • Community Development Block Grant
    • The City of Corvallis will accept proposals from public or private nonprofit agencies, authorities, or organizations setting forth details regarding their development concept, planning and design, and other matters outlined in the attached checklist and application, if invited.
  • HOME Investment Partnerships Grant Program
    • The City of Corvallis will accept proposals from public agencies, for-profit, and non-profit developers setting forth details regarding the development concept, planning and design, and other matters outlined in the attached checklist and application, if invited. Proposed project sites must be located within the city limits of Corvallis.
