Through the Youth Homeless Demonstration Program (YHDP) Notice of Funding Opportunity (NOFO) HUD may select between 12 and 25 communities, with a priority for communities with substantial rural populations in up to 8 locations, to receive a total of $72,000,000 to implement projects to demonstrate how a comprehensive approach to youth experiencing homelessness can dramatically reduce youth homelessness.
This NOFO outlines the methodology HUD will use to select communities and determine award amounts available to each awarded community through the YHDP. In order to be eligible to apply for this NOFO, you must be a Collaborative Applicant designated by your Continuum of Care (CoC) in the most recent CoC Program Registration process. Once HUD announces the selected communities, communities will have a total of 4 months to submit a Coordinated Community Plan (CCP), with the possibility of up to a two-month extension. After HUD approves the CCP, applicants may apply for projects using the funds made available to them through this NOFO. Communities must submit a Continuous Quality Improvement Plan (CQIP) that reviews the improvements and impact of the YHDP projects on youth homelessness in the community after YHDP projects have operated for approximately six months.
