Strengthening Support: Council of Europe Takes Bold Steps on Migration and Refugees

Dated: February 5, 2025

The Council of Europe has announced a significant consolidation of its actions regarding migration and refugees, aiming to address one of the most pressing issues facing the continent today. This initiative comes in response to the ongoing challenges posed by large-scale displacement and the need for coordinated support among member states.

Key Takeaways

  • Establishment of a new department focused on migration and refugees.
  • Continuation of the Action Plan for the protection of vulnerable individuals in migration and asylum contexts.
  • Enhanced collaboration with international partners, including UN agencies and the EU.

New Department for Migration and Refugees

Starting February 2025, the Council of Europe will create a specialized department within the Directorate General of Human Rights and Rule of Law. This department will be responsible for:

  1. Supporting member states in managing migration and refugee issues.
  2. Ensuring continuity of activities outlined in the Action Plan for the protection of vulnerable individuals in migration and asylum contexts (2021–2025).
  3. Facilitating internal coordination through a dedicated migration coordination group.

Collaboration with International Partners

The Council of Europe recognizes the importance of working alongside international organizations to effectively address migration challenges. The new department will:

  • Collaborate with the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), and other relevant bodies.
  • Engage with the European Union and its agencies, such as FRONTEX and the European Union Agency for Asylum (EUAA).
  • Foster partnerships with key civil society organizations to enhance support for migrants and refugees.

Response to Ongoing Crises

The Council’s decision comes in light of the ongoing humanitarian crises, particularly the displacement caused by the conflict in Ukraine. The organization has been actively involved in supporting member states in their response to the largest displacement of people in Europe since World War II.

The outgoing Special Representative of the Secretary General for Migration, David Best, has played a crucial role in this effort, and the Council expressed gratitude for his contributions, as well as those of his predecessors.

Conclusion

The Council of Europe’s commitment to consolidating its actions on migration and refugees reflects a proactive approach to one of the most urgent issues facing Europe today. By establishing a dedicated department and enhancing collaboration with international partners, the Council aims to provide effective support to member states and ensure the protection of vulnerable individuals in migration and asylum contexts. This initiative marks a significant step towards a more coordinated and compassionate response to the challenges of migration in Europe.
