Details:

The goal is to maximize the impact of funding on violence reduction and youth development while fostering a sense of community ownership and collaboration.

Louisville Metro External Agency Funds are awarded annually to non-profit organizations offering programs or services in Louisville/Jefferson County that align with Metro Office for Safe and Healthy Neighborhoods Youth Engagement Services Mission and Strategic Goals.

Through partnerships and collaboration with community, Foundation intervene with those involved or impacted by gun violence and promote community and youth-led solutions to foster safer neighborhoods.

OSHN External Agency Fund Grants Focus on Youth

OSHN EAF grants will be awarded to organizations to address violence and promote youth development in one of the following areas:

  • Primary Prevention involves programs and strategies designed for the general youth population and seeks to reduce the factors that put people at risk for experiencing violence.
  • Secondary Prevention reduces the risk factors among youth who are vulnerable to being involved in serious violence and crime. These services are reserved for young people who are less likely to engage in primary prevention programs.
  • Intervention involves strategies and programs which directly engage young people who are at the highest risk of being victims or perpetrators of violence. Effective programs must support crime desistance and disengagement.
  • Victim Support to address direct and secondary exposure to gun violence.

Funding Information

Applicants can request grants ranging from $25,000 to $75,000.

Eligibility Criteria

Applicant organizations must meet all criteria to be considered for funding. Metro staff review all applications to ensure the following minimum eligibility requirements are met prior to review by an external selection panel.

  • Applicants must be based in Jefferson County and primarily serve the residents of Jefferson County. It is understood that organizations may conduct programming outside of Louisville/Jefferson County; however, EAF grants may only be applied to organizational costs associated with activities that occur within Louisville/Jefferson County.
  • Applicants must be qualified to do business in the Commonwealth of Kentucky as a registered organization in good standing with the Kentucky Secretary of State.
  • Applicants must already have or have applied for 501(c)3 tax-exempt status with the Internal Revenue Service.
  • Applicants are required to be registered with the Louisville Metro Revenue Commission and must be in good standing with the Commission.
  • Applicants must be in good standing and compliant with any other grants from Louisville Metro Government, if applicable. This includes utilizing awarded funding and meeting all reporting requirements.
  • Once notified of funding, organizations must be able to execute initial agreement and request disbursement of funds by September 29, 2025. Otherwise, funds may be reallocated.
  • Applicants may not apply through a fiscal sponsor.
  • Religious activities such as proselytizing, prayer, religious study, distribution of religious materials, etc. may not be included in any program funded by Metro funds.
