Details:

The Community Development Block Grant (CDBG) Program supports community development activities to build stronger and more resilient communities. To support community development, activities are identified through an ongoing process. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, homeowner assistance, and more. CDBG is funded by the federal government through the Department of Housing and Urban Development (HUD), and the City of Walnut Creek is an entitlement community that receives an annual allocation of CDBG funds.

National Objectives

Each CDBG project must demonstrate compliance with meeting the National Objective of benefitting LMI persons residing in Walnut Creek by doing one of the following:

  • Creating or improving housing for LMI households
  • Creating or retaining jobs for LMI individuals
  • Providing a specific service to definite LMI individuals
  • Providing a defined, primarily residential LMI area with access to an amenity.

Goals

Develop viable urban communities by supporting low and moderate income persons with:

  • Decent housing
  • Suitable living environment
  • Economic opportunity.

Eligible Activities 

The City is seeking to support LMI residents that need assistance maintaining or rehabilitating their homes. Proposals for this RFP shall provide CDBG-eligible rehabilitation services. Eligible rehabilitation and preservation activities. Beyond Housing Rehabilitation, the City may consider applications for CDBG-eligible infrastructure, public facilities, and economic development projects, including but not limited to the activities below:

  • Acquisition, construction, and rehabilitation of public facilities or infrastructure that primarily benefit LMI residents or neighborhoods
    • Affordable housing
    • Senior, youth and community centers
    • Childcare/preschool
    • Parks and recreation facilities, including libraries
  • Removal of barriers that restrict the mobility of handicapped persons
  • Job training with placement services
  • Technical assistance and training for small businesses
  • Job development and creation
  • Banking/lending and small business loans
  • Retail development and storefront improvements
  • Pollution/blight improvements.

Eligible Criteria 

Non-profit organizations, public entities, or community-based organizations.

Ineligible Criteria 

For-profit organizations and individuals.
