Funding Information
- Approximately $12,000,000 in grant funding is available for awards
- A minimum of 25% local match of the total project cost is required, however, applications contributing higher match will be more competitive.
Eligibility Criteria
- Eligible entities include municipalities, counties, city and city-counties, councils of governments (COGs), regional planning commissions, and public entities formed by the voluntary agreements of local governments in a region. Municipalities or counties are encouraged to partner on multijurisdictional HNAs and may collaborate with housing authorities, COGs, or other applicable regional entities
- Eligible work must align with the intent of the program, which is to fund municipal, county, and multijurisdictional planning work that supports compliance with SB24-174 including HNAs, HAPs, and strategic growth elements of comprehensive plans
- Preliminary funding rounds will prioritize HNAs and HAPs, including recently completed HNAs and HAPs that require specific updates to become compliant with SB24-174. Local governments seeking funding for comprehensive plan elements are encouraged to discuss opportunities with DOLA Regional Managers
- HNAs must conform to requirements in statute and DOLA’s methodology, which was posted online by DOLA on December 31, 2024
- HAPs must conform to DOLA’s guidance which will include requirements for inclusive public engagement and baseline components described in statute
- Multijurisdictional HAPs are acceptable if they include individualized action plans for each participating local government, as they are subject to the approval of the governing body of the local government following a public hearing
- Municipal, county, and regional comprehensive plans must include a strategic growth element and a water supply element no later than December 31, 2026, and these elements must be updated on no less than a 5-year basis
