This funding opportunity will help employers and employment providers transition from sheltered workshop activities (certified by the U.S. Secretary of Labor under 29 U.S.C. § 214(c)), ensure all employees receive at least the minimum wage, and help individuals to obtain and maintain competitive integrated employment. This initiative promotes fair labor practices and improves the economic well-being of individuals with disabilities.
The 14(c) to CIE Grant operates in two phases. By applying, organizations commit to participating in both phases, if funding is available for Phase 2.
- Phase 1: Minimum Wage Matching
- Organizations can use grant funds to help cover the cost of paying employees with disabilities at least the state-mandated minimum wage. KDADS will reimburse organizations for up to half of the state-mandated minimum wage. The exact reimbursement that grantees will receive depends on employees’ wages before the grant.
- Phase 2: Transition to CIE Plan Activities (if funding is available)
- If funding is available for Phase 2, organizations can use funds to cover expenses related to transforming their operations and business models to transition away from sheltered workshop activities and towards competitive integrated employment. Grantees will work with the Kansas University Center on Disabilities (KUCD), which will provide technical assistance and mentorship, to develop and execute a Transition to CIE Plan.

Eligible expenses include, but are not limited to, the following.
- Phase 1: Minimum Wage Matching
- Wage increases
- Costs to ensure all subminimum wage employees receive the state-mandated minimum wage
- Wage increases
- Phase 2: Transition to CIE Plan Activities
- Administrative costs
- Staff time for policy creation/revision
- Contractor costs for policy creation/revision
- Marketing and communication
- Distribution of marketing communications
- Website development/updates
- Translation services
- Professional development/licensure and credentials fees
- Professional certification/membership/license fees
- Recruitment fees
- Costs associated with recruiting individuals for CIE
- Technology and equipment
- Purchase of equipment to support new hires—directly related to grant goals of shifting toward CIE/away from sheltered workshops
- Training
- Costs for an external trainer to train staff on Final Settings rule, person centered planning, change management, and/or the shift to CIE/away from sheltered workshops
- Indirect costs
- Unless a grantee opts out, all reimbursements will automatically include an additional 10% of the approved reimbursed amount to cover indirect costs. (Reimbursement for indirect costs cannot exceed $25,000 over the lifetime of the grant.) Grantees must track all indirect cost records.
- Administrative costs
