The District of Columbia Department of Employment Services (DOES) is requesting applications for the Office of Workforce and Federal Programs Out-of-School Youth (OSY) Program, Participant Advancement, Training, and Higher Education (PATH) Grant.

Details:

DOES OSY provides occupational skills training, career awareness counseling, work readiness modules, basic education, GED preparation, supported internship experiences, as well as vocational skills training. Out-Of-School programs serve young adults ages 16- 24 who are no longer attending secondary or post-secondary school. It is a training vehicle that assists youth in achieving short and long term educational and employability goals through relevant occupational skills training and guidance.

DOES OSY is seeking applications from qualified organizations to provide services to District youth, ages 18-24, through its Participant Advancement, Training, and Higher Education (PATH) Grant. The purpose of PATH is to support the delivery of innovative workforce solutions that will drastically improve opportunities for youth between the ages of 18-24 years old to successfully enter and remain in the 21st-century workforce. Each participant will engage in a maximum of 28 weeks of instruction, training, and subsidized internship experience that leads to full-time unsubsidized employment.

Funding Information

  • Up to $250,000.00 is available in total for awards through this RFA. DOES intends to issue at least (1) one grant award. Per participant costs are capped at $5,000 within this opportunity.
  • $250,000 (100%) is funded through a U.S. Department of Labor Employment and Training Administration grant supporting the District’s Title I –Youth.

Grant Period

The “Pathways for Young Adult Program” grant will operate for one year from the date of award, with four option years subject to funding availability.

Eligibility Criteria 

DOES will make these grants available through a competitive process. Eligible applicants include public and private non-profit and for-profit organizations eligible to do business with the District government, including but not limited to community-based organizations, faith-based organizations, public, charter or alternative secondary schools and post-secondary institutions. Applicants shall have demonstrated effectiveness providing the requested services and meeting the needs of the target population.
