The Charge Ahead Colorado grant program supports electric vehicle (EV) adoption in Colorado by offering funding for EV charging to serve communities and EV drivers across the state.

Details:

Charge Ahead Colorado offers State funding for community-based level 2 (L2) and direct current fast-charging (DCFC) EV charging stations with prioritized investments in disproportionately impacted communities and enhanced incentives for eligible qualifying entities.

Program Goals 

The goals of the Charge Ahead Colorado program are to:

  • Encourage the installation of EV charging stations throughout Colorado
  • Increase the number of EVs throughout Colorado
  • Reduce harmful pollution and emissions from gasoline and diesel vehicles
  • Improve public health and protect the environment while reducing fueling costs
  • Support equity and environmental justice by prioritizing projects in disproportionately impacted communities (DICs) and offering enhanced incentives (EIs) for qualifying entities (QEs)
  • Collect data on the utilization of EV charging stations throughout Colorado
  • Implement the goals of the Colorado EV Plan.

Funding Information

  • Level 2 (L2) Charger:
    • Power Level: 6 kW or higher
    • Maximum Incentive: $5,000
    • Enhanced Maximum Incentive: $7,000
  • DC Fast-Charger (DCFC) – Less than 50 kW:
    • Maximum Incentive: $5,000
    • Enhanced Maximum Incentive: $7,000
  • DC Fast-Charger (DCFC) – 50 to 99 kW:
    • Maximum Incentive: $25,000
    • Enhanced Maximum Incentive: $30,000
  • DC Fast-Charger (DCFC) – 100 kW or higher:
    • Maximum Incentive: $35,000
    • Enhanced Maximum Incentive: $40,000.

Grant Period

  • Within 12 to 18 months or less – for projects only including L2 charging ports
  • Within 18 to 24 months or less – for projects including DCFC ports.

Eligible Costs

Eligible costs for the Charge Ahead Colorado program include:

  • Charging stations, associated equipment, and activation fees
  • Construction labor, installation, and site preparation costs (including trenching)
  • Construction materials
    • Examples: Bollards, bolts, concrete, conduit, paint, signage, wiring, etc.
  • Future-proofing for additional charging stations
  • Landscaping repairs (if required for charging station installation)
  • Networking and data plans
  • Non-labor project costs
    • Examples: Engineering, permitting, site design, site surveys, etc.
  • Security equipment (for charging station monitoring and protection)
  • Service level agreements
  • Shipping costs
  • Utility infrastructure and electric system upgrades
    • Examples: Conduit, electrical panels, line extensions, meters, switchgear, transformers, wiring, etc.
  • Warranty costs (for charging equipment, parts, and labor).

Eligibility Criteria

  • Any projects completed before submitting an application and receiving an executed grant agreement from the Colorado Energy Office (CEO) are not eligible for funding.
  • Charge Ahead Colorado offers funding to the following eligible applicants to install EV charging in communities, at multifamily housing, workplaces, or other publicly available locations:
    • Businesses and industry
    • Charging station developers and providers (only applicants that would own and operate the EV charging stations being requested)
    • Government and public institutions
    • Multifamily housing (including income-qualified and affordable housing)
    • Non-profit organizations
    • Qualifying entities
    • Schools
    • Tribal Governments and Entities
    • Workplaces.
