Details:

This grant program is designed for the construction or expansion of facilities that are owned and operated by non-profit caregiving organizations providing childcare, out-of-school-time care, and early childhood education.

Priorities under this funding category include:

  • Expanding the availability of childcare, early learning opportunities, and out-of school time care.
  • Addressing educational disparities among the City’s lower income and disadvantaged populations and the social determinants of health.
  • Supporting parents and guardians’ ability to acquire and maintain employment by increasing access to quality care at times when its needed most
  • Limiting the spread of COVID19 in group settings, including improvements that improve indoor air quality.

Funding Information

The maximum amount that organizations may request is $1,500,000 ($1.5 million).

Eligibility Criteria

  • Applicants must meet ALL following requirements to be considered for this grant opportunity.
    • Applicant must be a non-profit organization
    • Care/educational facility must be located in New Bedford, MA.
    • Proposed project must be for capital projects, which includes fixed, one-time expenses, such as incurred on the purchase of land/buildings, construction, and equipment.
    • Applicant must have an identified source of matching funds. Matching funds may be acquired after submission of this application, but the disbursement of ARPA funds will be contingent on documentation of having received matching funds.
    • Total project cost must be at least $500,000, nonexclusive of elements paid for using matching funds. This means that there is a minimum grant award of $250,000.
    • Applicants are required to have a Project Coordinator who is able to coordinate and oversee all project activities and report to the City.
    • All proposed building and expansion projects must comply with City building and zoning standards.
    • Construction must be undertaken by contractors who are licensed and insured to perform work in Massachusetts. Hiring of contractors will be the responsibility of the Applicants.
    • Projects must be fully permitted and ready to proceed.
    • Projects must demonstrate a need for ARPA funds for the project to proceed. APRA funds cannot be a substitute for existing funding secured.
    • Applicant must own the property where the proposed project will be located or be engaged in a long-term lease and have the permission of the property owner.
