Details:

The mission is to support local organizations to empower low-income individuals and families, strengthen the community, and create opportunities by providing funding and guidance to programs that address the causes and conditions of poverty.

Areas of Need

Families face the following barriers to increased economic security:

  • Lack of housing supports designed to help acquire and maintain affordable housing.
  • Lack of training and /or education matching employment options.
  • Lack of affordable and accessible pre-school and early childhood education programs.
  • Lack of timely access to mental/behavioral health services for all age ranges with a noted need for services to those under 18 years of age and those 65 and over.
  • Lack of affordable and accessible childcare options.
  • Lack of knowledge about available services and community programs.

The community, including the City of Staunton, County of Augusta, and City of Waynesboro, would benefit from the following:

  • Development of programs encouraging asset development with a focus on affordable housing.
  • Development of eviction prevention programs, expanded supportive housing services, credit repair, and financial assistance for housing needs.
  • Increased collaboration between employers, educators, and service providers to develop a living-wage career path development program for all age ranges.
  • Increased mental / behavioral health services including individual practitioners and collaborative supportive services in schools and community programs.
  • Increase in the number of affordable quality childcare programs for children ages birth to 5.
  • Increased collaboration between public and private service providers.
  • Development of whole- family services serving the needs of both adults and children in the family or household.
  • Improved communication and more robust referral services reducing duplication of effort by service providers and those they serve.
  • Increased intentional outreach to identified underserved communities.

Funding Information

Programs currently funded through CAPSAW’s Consolidated Funding Pool process for 2026 are eligible for a maximum of $1,000 in reimbursable expenses and project supplies.

Eligibility Criteria

  • Eligibility is limited to existing 501 (C) 3 nonprofits or local government organizations providing services to low- and moderate-income residents of Staunton, Augusta County and/or Waynesboro.
  • Applicants should request reimbursable project supplies, and other items for which receipts can be submitted. Examples would include one-time expenses, appliances, and emergency support. Priority lies with requests seeking reimbursements for items that are not part of general operational expenses, have a direct relationship to client use, address at least one area of need, and relate to CAPSAW’s mission.
    • Funds cannot be used to support personnel, fundraising, or general operating expenses.
    • Community Support requests are limited to one each fiscal year.
    • Requesting reimbursement for the same or similar expenses to previous Community Support requests is not recommended.
