The Executive Office of Mayor Muriel Bowser (EOM) is soliciting grant applications for the Fiscal Year 2026 (FY26) Community Development Grant from qualified community-based organizations (CBOs) serving the District’s residents and communities.

Funding Priorities

To qualify for the FY26 Community Development Grant, applicants must provide services within the District in at least one of the three (3) Mayoral funding priorities listed below:

  • Education: Through educational programming and workforce training opportunities for residents of all ages, they can give more DC residents a fair shot. This includes everything from early childhood education and youth enrichment programs to trade programs and adult training so that all learners have the opportunity to succeed. Programs can include but are not limited to Limited English Proficient and Non-English Proficient (LEP/NEP) learning programs, recreation, sports, arts, and civic engagement.
  • Clean and Safe Communities: Community-based programs and initiatives that keep the neighborhoods safe, clean, and healthy are critical for complementing and expanding the work of District government. This programming includes, but is not limited to supporting the mental and physical well-being of DC residents, addressing chronic health disparities, improving resources for crime prevention, and empowering youth through mentorship.
  • The Growth Agenda: As the District’s economy shifts, they must shift with it. The Growth Agenda leans in on sports, live entertainment, and tech; continues support for Downtown DC; and makes it easier to do business in DC. A successful growth agenda will generate new economic activity by creating new jobs for DC residents and new revenues to support city services.

Funding Information

Eligible organizations can be awarded up to $100,000.

Grant Period

October 1, 2025 – September 30, 2026.

Eligibility Criteria

Applicants shall meet the following minimum requirements to be considered for the FY26 Community Development Grant:

  • The organization is a CBO with a Federal 501(c)(3) tax-exempt status and is licensed as a business with the District of Columbia’s Department of Licensing and Consumer Protection (DLCP);
  • The organization’s principal place of business must be located in the District of Columbia. If the business is a national or regional organization, it must have a location in the District through which it provides services.
  • The organization must provide direct services to District residents or collaborate with an organization that provides services to District residents through the organizational efforts of the applicant;
  • All services and programming funded by the grant must be provided within the District of Columbia;
  • The organization must be currently registered and in good standing with DLCP and the Office of Tax and Revenue. Applicants must maintain their good standing status with the aforementioned entities throughout the pre-award process and the grant’s performance period;
  • Applicants shall provide an affidavit regarding any debarments, suspensions, or defaults with the Office of Contract and Procurement;
  • Applicants shall provide an affidavit certifying that they are eligible for a grant under D.C. Code § 1-328.15(d), regarding contributions and solicitation of contributions to a covered recipient;
  • (This requirement applies only to current District grantees.) Current grantees must be:
    • Current on all District grant reporting obligations for the FY2025 grant cycle;
    • In good standing with the District’s legal requirements, including those imposed by any grants or contracts; and
    • Progress reports must reflect substantial progress towards the goals of the grant agreement.
