Funding available for Affordable Multifamily Rental Projects in Washington

The Department of Commerce (Commerce) is soliciting applications for new multifamily rental affordable housing projects seeking capital funding from Washington State’s Housing Trust Fund (HTF), Apple Health and Homes (AHAH), and Intellectual and Developmental Disabilities (IDD) program, as administered by the Multifamily Housing Unit (MHU).

Details:

For the purposes of this NOFA, Multifamily Rental Housing refers to a project intended to provide habitable space to more than one household (including single-person households). Multifamily Rental Housing can take any of the following forms:

  • A single building consisting of two or more distinct units, each of which is inhabited by an unrelated household. This encompasses a continuum from duplexes to high rise apartment buildings
  • A set of at least two structures, initially constructed as housing for unrelated households, which is managed as a single functional unit. This includes single-residency houses that are owned and managed by a single entity
  • A building, or set of buildings, which by initial design or through adaptive renovations, is used to provide sleeping space to more than one single individual, with shared living, food preparation, and sanitary facilities. This includes shelters, dormitory-style housing (e.g. for seasonal farmworkers), and group home facilities.

Funding Information

  • Capital Budget Appropriation
    • The Washington State Legislature appropriated $187,050,000 in in the 2025-2027 Capital Budget of which $112,230,000 will be available under this 2025 NOFA to fund the following project types, using the “traditional” HTF competitive process:
      • New construction, acquisition, or rehabilitation of affordable housing projects that serve and benefit low- income and special needs populations including, but not limited to, people with Chronic Mental Illness or behavioral health conditions, farmworkers, people who are homeless, and people in need of permanent supportive housing.
  • Capital Budget Appropriation – IDD Projects
    • The Legislature appropriated $48,500,000 in in the 2025-2027 Capital Budget of which $29,100,000 will be available under this 2025 NOFA to fund the following project types using the “traditional” HTF competitive process:
      • Affordable housing projects that serve and benefit low-income people with developmental or intellectual disabilities.
  • Capital Budget Appropriation – Apple Health and Homes Appropriation
    • The Legislature appropriated $97,000,000 in the 2025 Capital Budget of which $58,200,000 will be available under this 2025 NOFA to fund the following project types using the “traditional” HTF competitive process:
      • Construction of permanent supportive housing units or to acquire real property for quick conversion into permanent supportive housing units for individuals eligible for a community support service benefit through the Foundational Community Supports (FCS).
  • Capital Budget Appropriation
    • The Legislature appropriated $5,000,000 in the 2025 Capital Budget that will be available under this 2025 NOFA to fund the following project types using the “traditional” HTF competitive process:
      •  Facilities housing low-income migrant, seasonal, or temporary farmworkers.

July 2026-April 2027.

Eligible applicants include:

  • Local governments
  • Local housing authorities
  • Nonprofit community or neighborhood-based organizations
  • Federally recognized Indian tribes in the state of Washington
  • Regional or statewide nonprofit housing assistance organizations.
