The goal of this funding initiative is to provide applicants with an opportunity to plan, implement, or increase program capacity, program acceptance rates, and graduation rates for recovery courts, behavioral health dockets, and Veterans treatment dockets (specialty dockets).

The amount available under this funding opportunity is $4,360,916. Applicants may request up to $150,000.
Grant Period
The grant period is 18 months, January 1, 2026, through June 30, 2027.
Eligibility Criteria
This funding opportunity is open to local governments that provide, or plan to provide recovery courts, behavioral health dockets, or veterans treatment dockets. To be eligible for funding under this grant program, organizations:
- Must have current and active Federal System of Award Management (SAM) registration and Unique Entity Identifier (UEI) number before applying.
- Must not be excluded or debarred from doing business with the federal government or the Commonwealth of Virginia.
- Must be in good standing with all state and federal agencies with which they have an existing grant or contractual relationship.
- Must hold current professional and state licenses and certifications as needed for individual grant-funded projects.
- Must not have an existing Byrne SCIP grant award starting September 1, 2025.
- Must provide evidence-based treatment services.
- Must provide a letter of support from OES, and for existing dockets, must be approved by OES.
- Must provide budget information if receiving funding from OES for a specialty docket.
- Must maintain specialty docket data in the DIMS database maintained by OES.
- Must comply with applicable Virginia Best Practice Standards as issued by OES.
- Must allow eligible participants into the program who are prescribed FDA-approved medications for the treatment of substance use disorder, i.e. prescriptions used for medication-assisted treatment (MAT).
- Must allow eligible participants to remain in and complete a program if they are prescribed FDA-approved medications for the treatment of substance use disorder.
