The Washington State Department of Commerce hereafter called “Commerce,” is initiating this Request for Applications (RFA) to solicit proposals from those qualified and interested in grant funding to provide Apple Health and Homes (AHAH) Project-Based Rental Assistance (PBRA) Units for eligible AHAH program participants.

This RFA seeks to provide grant funding to Eligible Multi-Family Housing Projects in the King and North Central Behavioral Health Regions (King, Okanogan, Chelan, Douglas and Grant counties) for the purpose of by establishing project-based permanent supportive housing units dedicated for eligible AHAH program participants across the state of Washington as outlined in Chapter 216, Laws of 2022 (ESHB 1866)
Priority for funding will be based on:
- Geographic Region
- Source of Capital funding
- Stage of Development
- Type of capital project
- Registered By-and-For organizations or Tribes, Nations and Tribally Designated Housing Entities (TDHEs).
Funding Information
Commerce seeks to award a maximum of $ 1,468,070 for the 2025-2027 biennium to fulfill the purpose of this solicitation.
Project Period
November 1, 2025, and end no later than June 30, 2027.
Eligible Projects
Eligible projects are owned by non-profit, not-for-profit, public or tribal entities, including Federally Recognized Tribal Governments. Projects must have awards from the Washington State Housing Trust Fund or similar local, state, or federal public capital fund source. These projects must serve individuals at or below 30% Area Median Income, demonstrate the ability to accept referrals directly from the AHAH designated statewide Coordinating Entity (except where partnership between the Coordinating Entity and a local coordinated entry system is required by another capital funding source) and demonstrate the ability to honor the client’s choice of FCS provider for an agency of their choice.
Eligibility Criteria
Eligible applicants include non-profit, not-for-profit, public or tribal owners, operators, or developers of Eligible Multi-Family Housing Projects. This includes property owned by Federally Recognized Tribal Governments.
