The goal of this program is to support the expansion of electric vehicle component manufacturing. Eligible applicants must have an existing Reimagining Energy and Vehicles in Illinois (REV) Tier 1 program executed agreement with DCEO.
The primary goal of this grant is to provide support to electric vehicle and renewables component manufacturing in Illinois. Specifically, this grant will assist a business entity that specializes in research, development, and production of lithium battery cells.
Funding Information
- Total amount of funding expected to be awarded through this NOFO is $2,000,000.
- The period of performance is expected to be September 15, 2025 through August 31, 2026, with the option to renew for one years.
Eligible activities include capital investment, such as machinery and equipment investment related to establishing an industrial facility that will research, develop, and produce lithium metal batteries. Only costs that meet bondability guidelines are allowable.

- Business entity located in Chicago;
- Holder of an executed REV Tier 1 program agreement;
- Creating lithium metal batteries
