Through this NOFA, the County aims to support service providers dedicated to preventing and ending homelessness by funding services that align with the goals of the ESG program.
HCDS is announcing the availability of State ESG Program funds as part of its approximate $591,605 annual allocation from California Department of Housing and Community Development to the County of San Diego (County). These funds are to provide critical resources to address homelessness to eligible participants.
Grant Period
The initial contract period will be July 1, 2026, through June 30, 2027, for a period of one (1) year.

Eligible activities for ESG funded through this NOFA include:
- Street Outreach
- Emergency Shelter
- Homelessness Prevention
- Rapid Re-Housing:
- Homeless Management Information System (HMIS)
Eligible Criteria
Eligible applicants for this NOFA include a local or state government, nonprofit organization 501(c)(3) status, or public housing agency/ housing authority. Applicants must demonstrate capacity to manage federal funds and deliver housing and supportive services in alignment with program requirements.
