The Department of Housing and Urban Development (HUD) annually allocates the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership Program (HOME) to meet community development needs. These funds can be used to address the needs of low- and moderate-income individuals by creating, preserving and maintaining diverse housing or shelter opportunities, reducing the number of individuals or families experiencing homelessness, building affordable housing, stabilizing and revitalizing neighborhoods, and increasing economic opportunities.
Funding sources available for 2026 Action Plan include HUD programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME).
- Community Development Block Grant (CDBG)
- CDBG funds are intended to assist in the development of viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.
- Emergency Solutions Grant (ESG)
- ESG funds are intended to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Funds may be used to fund eligible activities that benefit either people who are homeless or those at risk of homelessness.
- HOME Investment Partnerships Program (HOME)
- HOME funds are intended to assist the implementation of local housing strategies designed to increase homeownership and affordable housing opportunities for low- and very low-income households.
- HOME-assisted rental units must have rents that do not exceed the applicable HOME rent limits. Each year, HUD publishes the applicable HOME rent limits by area, adjusted for bedroom size. For projects with five or more HOME-assisted rental units, 20 percent of the units must be rented to very low-income families (at or below 50% of the Area Median Income (AMI). HOME-rental housing must remain affordable for a long-term affordability period, determined by the amount of per-unit HOME assistance or the nature of the activity.

Eligibility Criteria
- Open to all types of domestic applicants other than individuals.
- Eligible applicants for funds include private nonprofits, private for-profit entities (economic development activities only), governmental agencies (such as a public housing authority or a park district), and units of general local government (such as a city participating in the urban county).
