Details:

The Baltimore City Opioid Restitution Fund (ORF) is a distinct fund established by Mayor Scott’s August 2024 Executive Order to receive the City’s opioid settlement recoveries and sustain their impact for at least 15 years. This fund finances programs and infrastructure related to prevention, treatment, recovery, harm reduction, social determinants of health, and other initiatives targeting harms caused by the opioid epidemic.

Priorities

To address systemic barriers and advance equity, the Overdose Response Strategic Plan outlines five cross-cutting priorities:

  • Help those most at risk by addressing racial, sex, and age-based disparities in overdose.
  • Ensure services work together by dismantling silos and improving coordination across systems.
  • Confront stigma in services, policies, and public perception so that people feel safe and welcome when asking for help.
  • Increase access to low-barrier services, particularly in underserved neighborhoods.
  • Improve the quality of substance use disorder treatment and recovery supports so individuals can achieve lasting recovery.

Funding Information

For this funding cycle, a total of $2 million is available for allocation.

  • Tier 1 Up to $500,000
  • Tier 2 Up to $250,000
  • Tier 1 Up to $50,000.

Grant Period

Proposed project funding amounts can be spread across a project period of up to two years.

Eligible Uses

As outlined in the Mayor’s Executive Order, ORF dollars may only be used for:

  • Programs, services, and supports that address substance use Prevention, Treatment, Recovery, and Harm Reduction, including the Social Determinants of Health, and that redress or prevent other harms caused by the opioid epidemic;
  • Infrastructure required for such programs, services, and supports;
  • The oversight, planning, assessing, and monitoring of programs, as well as expenses associated with managing, investing, and disbursing monies in the Fund; and
  • Evaluations of effectiveness and outcomes reporting for programs, services, supports, and resources for which monies from the Fund were disbursed.

Eligibility Criteria

Organizations and proposed projects must meet the following criteria to be eligible to apply. Organizations:

  • Must not be for-profit
  • If applying for Tier 2 or Tier 3, must have 501(c)3 status
  • Must be in good financial standing and have a valid Employer Identification Number (EIN)
  • Must not have already received funding or have an earmark to receive funds in FY26 from Baltimore City’s ORF
  • Must have proven experience in Baltimore City, including an operating location in Baltimore City and experience directly serving people in Baltimore City. Must also have direct experience serving populations impacted by the opioid overdose crisis in existing programs.
