Details:

The purpose of the Opportunity Partnership Grant (OPG) training program is to provide grant funding to training providers who have the ability and capacity to provide occupational training to assist eligible and qualified displaced/dislocated workers secure employment in industry sectors recognized and driven by employers’ needs. The goal of the OPG training program is to re-connect training participants with gainful employment that offers them a full-time, year-round wage of at least $18.00 per hour.

Target population eligible to receive training: In order to be eligible to receive training a candidate must be a qualified displaced/dislocated worker as defined in the WDPF.

Qualified displaced worker” as defined in WDPF legislation means a worker who:

  • Is unemployed and:
    • Is currently receiving unemployment benefits pursuant to R.S.43:21-1 et seq. or any federal or state unemployment benefits extension, including ABT; or
    • Has exhausted eligibility for the benefits or extended benefits during the preceding 52 weeks; or
  • Meets the criteria of a “dislocated worker” set by the Workforce Innovation Opportunity Act (WIOA). A “Dislocated Worker” as defined in WIOA sec. 3(15) legislation is a worker who is authorized to work in the U.S., and
    • Is unemployed and has lost their job through no fault of their own, eligible for or exhausted UI and unlikely to return to this industry or occupation; or
    • Has lost job from permanent closure or substantial layoff of a plant, facility or enterprise; or
    • Was self-employed and now unemployed because of economic conditions or natural disaster; or
    • Is a displaced/dislocated homemaker—an individual who was dependent on the income of another family member and is no longer supported by the income of that family member; or
    • Is a non-retiree military service member who was discharged or released from service under conditions other than dishonorable, or has received a notice of military separation issued in advance of 180 days; or
    • Is a spouse of a member of armed forces on active duty who is unemployed or underemployed and is having trouble in obtaining or upgrading employment; or
    • Is the dependent spouse of the armed forces on active duty and whose family income is significantly reduced because of deployment to active duty or connected death or disability.

Funding Information

  • Grant training program is estimated to be $3,000,000.00.
  • The amount awarded to the grantee will be no more than $300,000.00.

Eligibility Criteria

Entities that Can Apply for Funding Under This NGO: Service providers of employment and training services are eligible to apply, including but not limited to:

  • New Jersey’s Workforce Development Boards (WDBs) who engage external “third-party” training providers (Workforce Development Board applicants who apply as a service provider should adhere to WIOA guidance).
  • Post-secondary educational institutions,
  • ETPL Registered Training Providers who are approved by NJDOL or
  • Private Career Schools that are approved by NJDOL.
