Details:
CFT grants are used to buy or conserve sites that will be used as parks and open spaces – for example, urban greenspaces and parks, natural areas, sites for habitat and stream restoration, forests, community gardens, farms, and trails. These open spaces may be used for passive recreation.
Types of Lands Can Be Protected
Properties eligible for funding must meet the definitions of open space land in RCW 84.34.020, which describes open space lands as land area that, if preserved, would:
- conserve or enhance natural or scenic resources
- protect streams or water supply
- promote conservation of soils, wetlands, beaches, or tidal marshes
- enhance the value to the public of abutting or neighboring parks, forests, wildlife preserves, nature reservations, sanctuaries, or other open space
- enhance recreation opportunities
- preserve historic sites
- preserve visual quality along highway, road, and street corridors or scenic vistas
- retain urban open spaces
- preserve farm and agricultural land.
Uses of Funds
CFT funding may be used to acquire property interests on open space lands such as:
- fee title to properties (i.e. purchasing the property outright)
- less-than-fee property rights such as easements or development rights to achieve conservation goals, while the fee title to the property remains in private ownership.
Allowable Public Uses
Examples of allowable passive recreational uses on CFT-funded lands include:
- hiking
- walking
- horseback riding
- mountain biking on dispersed trails
- fishing
- gardening or farming
- playing on playgrounds
- free play on grass (e.g., kicking a ball or tossing a frisbee around)
- picnicking
- nature viewing.
Eligibility Criteria
CFT funding awards can only be made to the following eligible parties (based on RCW 84.34.210-.230 and KCC 26.12.010):
- agencies (county, cities, towns, metropolitan park districts)
- eligible nonprofit historic preservation corporations1
- eligible nonprofit nature conservancy corporation or associations2.
