The Wyoming Governor’s Council on Developmental Disabilities seeks and advocates for activities which promote self-sufficiency, community involvement and educational opportunities for people with disabilities, their families, and the Wyoming Community.

Details:

The purpose of the Mini-Grant is to facilitate new and innovative projects and/or activities in the state that will empower people with developmental disabilities and their families.

Projects or activities funded by a Mini Grant must fulfill the Council’s stated purpose and vision. The project must be innovative. This means the project should introduce something new, or make changes in something established, especially by introducing new methods or ideas. Durable goods and direct services cannot be funded.

Goals and Objectives

  • Goal 1: Individual/Family Advocacy
    • Establish or strengthen a program for a statewide self-advocacy organization(s) led by individuals with developmental disabilities.
    • Increase the amount of opportunities for individuals with developmental disabilities who are considered leaders to provide training to individuals with developmental disabilities who want to become leaders in the community.
    • Support and expand participation of individuals with developmental disabilities, especially youth, in cross-disability leadership groups, boards, committees, organizations, etc
    • People with developmental disabilities will have an increased knowledge of their civil rights.  (Civil rights as defined by AAIDD – These rights include the right to autonomy, dignity, family, justice, life, liberty, equality, self-determination, community participation, property, health, well-being, access to voting, freedom from unwarranted and unjustifiably extensive guardianship, equality of opportunity and other rights recognized by law or international declarations, conventions, or standards.)
  • Goal 2: Systems Change
    • Council will monitor legislative activities and issues related to people with developmental disabilities and their families.
    • Establish relationships with key stakeholders and various entities to ensure a wide range of lived experiences are represented in all facets of the Council’s work
    • Reduce or remove barriers on transitioning from school to post-secondary opportunities for people w/ DD and their families.
  • Goal 3: Capacity Building:
    • Monitor, evaluate, and participate and/or support new and innovative promising/best practices, policies, procedures, statute and regulation changes to developmental disabilities related systems throughout the state of Wyoming.
    • To promote opportunities and education on access to community and competitive-integrated employment.
    • People with developmental disabilities and their families will have the ability to choose, gain, and/or achieve independence in their community.
    • People with developmental disabilities have the right to vote. This is a collaborative objective with the Wyoming DD Network Partners (WIND, P&A and the Council.)

Funding Information

For the 2026-2027 year, the Wyoming Governor’s Council on Developmental Disabilities (WGCDD) has $75,000.00 in funding for grant projects.  Grant amounts can range from $1,000.00 up to $35,000 per project.

Requirements

The Bright Ideas grant will facilitate one-time innovative projects and/or activities in the state that will empower people with developmental disabilities and their families. Projects funded by the grant funds must fulfill the Council’s stated purpose, goals, and vision as stated above. When completing the application use the following requirements:

  • Clearly state how the project will further the WGCDD’s Mission and align with its Five-Year-Plan.
  • How many people with developmental disabilities, their family members and others will be reached by this project.
  • Clearly state how the project is new or innovative, or a new approach or advances on current best/promising practices.  The council will not fund projects that replace or supplement existing funding or duplicate a service already provided. The project cannot offer direct care services.
  • Demonstrate the need for the project.
  • Clearly state the outcomes and outputs of the project.
  • Describe the activities and strategies used to achieve outcomes and outputs.
  • Provide a detailed written description of how funds will be used. There must be a match of at least 25%. The matching source must clearly be identified. Federal funds cannot be used to match federal funds.
  • Organization must be in good standing with the Wyoming Secretary of State’s office and the federal government SAM.
  • WGCDD sponsorship will need to be recognized in all project materials and approved by council staff.
  • Organizations may apply only once per calendar year.
