Details:

The City receives these funds directly from the U.S. Department of Housing and Urban Development (HUD) and anticipates receiving approximately $2,600,000 in CDBG and $256,500 in ESG funding.

For Community Development Block Grant

The City of San Bernardino’s CDBG program can fund eligible community and economic development activities, public services, and fair housing. Eligible activities for CDBG funding must meet one of the following national objectives:

  • principally benefit low- and moderate-income people,
  • eliminate slums and blight, and
  • meet an urgent need. 

Projects and programs proposed for CDBG funding should contribute to one of the following priorities: 

  • Expand the number of affordable rental units available to low- and moderate-income households. 
  • Increase homeownership opportunities for low- and moderate-income households.
  • Provide services to low-income individuals/families or special needs groups. 
  • Create or retain employment. 
  • Improve facility access, energy efficiency, or the structure of a facility that houses a public use. 
  • Improve existing or support future community development.

Project Types

The types of CDBG projects and programs that may be considered for funding, subject to national objectives compliance, are summarized as follows:

Capital Improvement Activities

Construction and rehabilitation of publicly owned facilities; improvements to the City’s or other public or private nonprofit entities’ buildings to make them accessible to people with disabilities; and infrastructure improvements, including sidewalks, streets, drainage, and water and sewer systems.

Public Service Activities (Capped at 15% of Total CDBG Allocation) 

The City of San Bernardino’s allocation for CDBG Public Service activities is approximately $404,000. Activities include:

  • Childcare services
  • Senior Services (e.g., daycare programs, subsidized meal programs, etc.)
  • Health and Mental Health Services
  • Battered and Abused Spouses Services
  • Legal Services
  • Job and Employment Training
  • Food Banks
  • Transportation Services
  • Fair Housing Counseling

For CDBG

  • Total Period of Performance Funding: $2,600,000
  • Average One Year Award Amount: $50,000

For Emergency Solutions Grant Program

  • Total Period of Performance Funding: $256,500
  • Average One Year Award Amount: $60,000

Emergency Solutions Grant Program 

The purpose of the ESG program is to assist individuals and families experiencing homelessness or multiple housing crises in quickly regaining stability in permanent housing. The City of San Bernardino seeks applications from entities with experience and qualifications to provide services eligible for ESG funding. Eligible activities for ESG funds include:

  • street outreach
  • emergency shelter
  • homelessness prevention
  • rapid re-housing assistance
  • data collection through the Homeless Management Information System (HMIS)

Eligibility Criteria

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education
  • For profit organizations other than small businesses
  • Small businesses
