These funds support nonprofit and community-based organizations that deliver services, programs, and facility improvements benefiting low- to moderate-income (LMI) Harford County residents. Funding is subject to federal, state, and County requirements, and is highly competitive. Programs and Projects which most closely align with department priorities, demonstrate the ability to execute in a timely manner compliant with all grant requirements, and primarily benefit Harford County LMI residents will be considered first for funding. Submission of an application does not guarantee an award.
Eligible Activities
Housing grants must support one housing program from the eligible activities list.
- Tenant-Based Rental Assistance
- Single-family homebuyer housing acquisition and rehabilitation
- Single-family homeowner rehabilitation
- Multi-family rental unit rehabilitation
- Rental Housing Development
- Homeless Services (subject to 15% CDBG public service cap)
- Community Housing Development Organization Projects.

- Construction: Labor/Materials
- Program Management: Personnel, Fringe, Supplies
- Rental Subsidies.

501(c)(3) nonprofit organizations, 501(c)(6) nonprofit organizations, Faith-based organizations (for non-religious purposes only), For-profit entities (for housing development with prior DHCS consultation).
