Grants to Develop and Deliver Diagnostic Assessment Training for Mental Health Providers in Minnesota

The Minnesota Department of Human Services (DHS), through its Behavioral Health Administration (STATE), is seeking proposals from qualified Responders to develop and deliver professional training for mental health providers on conducting and interpreting diagnostic assessments per Minnesota Statutes.

Details:

For purposes of this RFP, “Mental Health Providers (MHPs)” refers to Mental Health Professionals and Clinical Trainees as defined in Minnesota Statutes, subdivision (Mental Health Professional) and subdivision 6 (Clinical Trainee). Mental Health Providers must meet all other statutory requirements to conduct diagnostic assessments. This RFP is open to any qualified organization or individual with the expertise to provide training on diagnostic assessments to MHPs. The training will focus specifically on conducting and interpreting diagnostic assessments for individuals aged six years and older. This RFP does not include training or activities related to diagnostic assessments under Minnesota for children under the age of six.

Funding Information

  • Total funding available for this project is $100,000.
  • The STATE may extend the contract up to a total of five (5) years.

Eligibility Criteria 

Eligible Responders:

The State is seeking to enter into grant contracts with Responders who meet the following criteria:

  • Responders must demonstrate expertise in the practice of assessing children and adolescents ages 6-18 using the most recent version of the Diagnostic Statistical Manual (DSM). Responders must describe how they meet this requirement in their response of this RFP.
  • Responders must demonstrate expertise in completing diagnostic assessment reports for children and adolescents ages 6-18 that comply with Minnesota Statutes. Responders must provide a mock report as part of their RFP response to establish criteria.
  • Responders must demonstrate experience delivering high quality mental health training using adult learning principles, process improvement, and development of electronic training modules. Responders must describe how they meet this requirement in their response of this RFP.
  • If the responder is a mental health provider or mental health organization, they must be:
    • Enrolled as a provider in Minnesota Health Care Programs and have experience serving Minnesota children insured through Medicaid. Responders must describe how they meet this requirement in their response of this RFP.

Preferred Responder:

  • The preferred responder has identified at least one key staff person responsible for curriculum development that is currently meets the qualifications and scope of practice of a Mental Health Professional as defined. Responders must provide, as part of their RFP response, the staff person’s applicable licensure.
