The purpose of the RFP is for technical assistance navigating culturally specific and responsive SUD programs. STATE has identified three categories of activities to meet this goal:
- Licensure, Minnesota Health Care Program (MHCP) Enrollment, and Rate Enhancement
- The purpose of this category is to support culturally specific or culturally responsive SUD programs in developing long-term sustainability through obtaining licensure, enrolling in MHCP, or applying for the Medical Assistance (MA) Rate Enhancement as a Culturally Specific or Culturally Responsive Program.
- Grant Writing and Management
- The purpose of this category is to increase the knowledge, skills, and capacity of culturally specific or culturally responsive programs to apply for, receive, and successfully manage grant funding from the STATE.
- Technical Assistance and Training
- The purpose of this category is to provide an opportunity for culturally specific or culturally responsive SUD programs to support each other in a consulting or training capacity.
Tasks and Deliverables
All executed grant contracts will include the following deliverables:
- Complete the grantee orientation training hosted by STATE.
- Submit one mid-project report.
- Participate in at least one monitoring site visit and one financial reconciliation during the grant period.
- Submit a final report
Funding Information
- The STATE has $4,000,000 allocated to this initiative and intends to award up to 15 grants.
- The term of any resulting contract is anticipated to be for 12-months, from July 1, 2026 until June 30, 2027. STATE may extend the contract up to a total of five (5) years.
Eligibility Criteria
Responders must:
- have state or federal recognition as a formal organization or entity (business or nonprofit),
- apply with a fiscal sponsor, or
- be a Tribal Nation
Responders must be located within Minnesota or a county bordering Minnesota, and conduct grant activities within Minnesota.
