The Community Engagement Cluster (CEC) and the Office of Grants Management (OGM) are soliciting grant applications under the County’s 2026 Place-Based Management Grants Program from qualified organizations providing direct services that support economic growth and revitalization strategies and services across the County’s commercial corridors.

Funding Information
A total of $450,000 will be made available to fund awards between $50,000 and $200,000 for up to 12 months. At least $200,000 must be awarded to programs serving the Silver Spring Regional Services Center area and at least $50,000 (contingent on expected State award) for the Damascus Main Street Area. Applicants may submit multi-year funding proposals for up to three years but funding beyond the first 12 months will be contingent on both satisfactory project performance and availability of funding.

Proposal Eligibility Criteria:
Applicants and their proposed projects must meet all of the following Programmatic Eligibility requirements to be considered for funding.
- Applicants may only submit one application per organization under this NOFO;
- The Grant Monitor(s) shall have the ability, at the discretion of the Grantor, to serve as an ex officio member of the Grantee organization’s Board of Directors, should the Grantor determine it to be appropriate;
- Active engagement with stakeholders, as evidenced by
- Broad-based community support for the commercial district revitalization process, with strong support from both the public and private sectors;
- Plans for coordinating efforts with the County;
- Well defined vision and mission statements relevant to community conditions, equity principles, and the project’s stage as it relates to the Main Street Four Point Approach;
- An operational board AND/OR committees staffed by volunteers that align with the Main Street Four Point Approach.
- Proposed expenses must be for a new activity, expansion of existing activities, or a combination of both. County funding cannot be used to supplant other funding for already planned activities.
Organization Eligibility Criteria:
- The organization must have a Federal 501(c)(3), 501(c)(6) tax-exempt status or be a collaboration between two or more entities with at least one having this status; and
- Organizations that were funded under this program last year are eligible to apply. If submitting a multi-year application, please note that 2026 counts as Year 1. As such, they may submit applications that request funding for up to two more years.
Montgomery County Eligibility Conditions:
- The organization must be currently registered and in Good Standing with the Maryland State Department of Assessments and Taxation (SDAT);
- The organization’s principal place of business must be located in Montgomery County; if it is a national or regional organization, it must have a location in Montgomery County through which it provides related services;
- All activities and expenditures under this Grant Program must be provided in Montgomery County, and be exclusively for Montgomery County residents; and
- Current Montgomery County contract or grant award winners must be in performance compliance and current on all reporting obligations for other awards and those reports must reflect substantial progress towards the goals of their awards.
