Through WaterSMART, Reclamation leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and local entities as they plan for and implement actions to increase water supply reliability through investments in existing infrastructure and attention to local water conflicts.
The objective of the WaterSMART Applied Science Grants is to provide funding to non Federal entities for the development of tools and information to support water management. Eligible projects include the development of modeling and forecasting tools, hydrologic data platforms, and new data sets.
Eligible Projects
To be eligible, Projects must:
- be based on known and available (or “mature”) technologies and may not include the development of new or novel methods or technologies; and support one or more of the following water management objectives:
- increase water yield
- ensure water supply reliability
- improve water deliveries
- improve drought management
- flexibility in water operations
- enhance water supply forecast skill
- improve watershed health.

Eligibility Criteria
For Category A Applicants:
- States, Indian tribes, irrigation districts, water districts;
- State, Regional, or local authorities whose members include one or more organizations with water or power delivery authority; and
- other organizations with water or power delivery authority.
All Category A applicants must be located in the Western United States or United States Territories, including Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, Wyoming, American Samoa, Guam, the Northern Mariana Islands, the Virgin Islands, and Puerto Rico.
For Category B Applicants:
Universities, nonprofit research institutions, nonprofit organizations, and Federally-funded research and development centers that are acting in partnership with the agreement of an entity described in Category A.
