The Washington Department of Commerce, hereafter called “COMMERCE,” is initiating this Request for Proposals (RFP) to solicit Proposals from consultants or firms qualified and interested in participating in a project to perform program administration, including grant disbursement, for the Cannabis Social Equity Technical Assistance and Grant Program.

Funding Information
Commerce has budgeted an amount not to exceed $3,200,000 for this project in relation to grants, technical assistance and mentorship, where $2,880,000 is budgeted for distribution of grant funding awards. Proposals for administrative overhead costs and operating expenses to carry out this project may not exceed $320,000 Proposals in excess of this amount will be considered non-responsive and will not be evaluated.
Eligibility Criteria
- Licensed to do business in the state of Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the apparent successful contractor.
- Minimum of five years of work experience managing publicly funded grants. This includes program design, application development, reporting requirements, implementation, monitoring, and reconciliation.
- Minimum of five years of work experience providing business technical assistance for diverse communities.
- Minimum of three years of work experience within the cannabis industry regulations and guidelines of Washington state.
