The Community Grants Reinvestment Fund (“CGRF”) was established under New York’s Cannabis Law to reinvest in communities disproportionately affected by past federal and state drug policies. Decades of criminalization, disproportionate enforcement, and incarceration have left lasting impacts on the social, economic, and health outcomes of individuals, families, and communities across the state.
For the 2025-2026 Fiscal Year grant cycle, the CAB will award grants to 501(c)(3) community based organizations serving youth, defined as individuals aged 0–24, in communities disproportionally affected by prior drug policies.
This year’s funding focuses on five (5) program areas:
- Mental Health
- Harm Reduction
- Substance Use Disorder
- Housing
- Workforce Development
The goal is to create equitable, positive, and lasting impacts by investing in community-based programs that offer youth-focused initiatives and wraparound services tailored to local needs in communities disproportionally harmed by prior federal and state drug policies.
Funding Information
To promote greater access to Community Reinvestment Program funding and facilitate competition between organizations of similar size, the applicant pool will be bifurcated into two tiers: Tier 1 Organizations and Tier 2 Organizations. Tier 1 and Tier 2 Organizations will be determined by the applicant organization’s total expenditures as reflected on their most current IRS tax filing.
- Tier 1: Organizations with total expenditures between $50,000 and $2,499,999.99.
- Tier 2: Organizations with total expenditures equal to or greater than $2,500,000.
Of the $5,000,000 in total available funding, $2,700,000 has been allotted for Tier 1 awards and $2,300,000 has been allotted for Tier 2 awards. Subject to the Enacted Budget for the 2026/2027 Fiscal Year, should this RFA award up to $15,000,000, approximately 50% would be allotted for Tier 1 and 50% allotted for Tier 2.
- For Tier 1 Organizations, awards will range between $50,000 and $200,000 according to the Tier 1 Award Schedule below. Awards will be made until Tier 1 funding is depleted. Only organizations with an expenditure of $50,000 or more as reflected on their most recent IRS tax filing are eligible to apply.
- Tier 2 Organizations For Tier 2 Organizations, award amounts will be $200,000. Tier 2 Applicants must submit a budget request exactly equal to $200,000.
Eligibility Criteria
The following qualifications must be met by each Applicant:
- The Applicant must have obtained recognition by the IRS of tax-exempt status under Section 501(c)(3) of the Internal Revenue Code;
- The Applicant must show a minimum of $50,000 in total expenditure on their most current IRS taxfiling (i.e., Form 990 or 990-EZ);
- The Applicant must currently provide youth-oriented services or programs for individuals within ages 0-24;
- The Applicant must submit a complete application, including (1) Appendix B – Required Forms signed by an authorized executive or Designee and (2) Contractual Services Budget Form (if applicable); and
- The Applicant must be pre-qualified in the Statewide Financial System (“SFS”) at the time of the application due date.
