- Not discriminate in hiring of staff or provision of services
- Proposals from faith-based organizations MUST:
- Address Sanilac County community needs AND
- Have a clearly demonstrated public benefit AND
- Be fully accessible to all people regardless of religious belief and lifestyle choices AND
- May NOT proselytize (i.e. require anything in return for services provided).
