JRI-2 Grant funded initiatives must focus on the implementation of promising, innovative, and evidence-based practices and programs and align with PCCD’s Operating Standards for Adult Probation and Parole Departments in Pennsylvania 3rd Edition Revised, including implementation of Act 44 of 2023 reforms.

A total of $20,627,552 in JRI-2 funds is announced to support this initiative.
Grant Period
Approved applications will be 12-, 24-, or 36- month projects depending on a county’s specific project implementation plan and have a start date of April 1, 2026. Projects may not exceed 36 months.=
Eligible Program Activities and Expenses:
Funds for the proposed program shall be used to support projects focused on the improvement of adult probation and parole supervision within the applicant county through any of the following activities over a 12-, 24-, or 36-month project period and shall not supplant state, federal, or local funding.
- Supplementing salaries and benefits for county adult probation and parole staff positions (i.e., raises), stipends for certified instructors, and/or adding staff positions.
- Data-driven promising and innovative practices and programs.
- Evidence-based program (EBP) initiatives (i.e., implementation of EBPs in graduated responses, incentives, technical assistance initiatives related to EBPs, evaluation of programs to ensure fidelity to Continuous Quality Improvement).
- Pretrial supervision initiatives conducted by the county adult probation and parole department.
- Adoption and implementation of a standardized and validated, 3rd generation or newer risk and needs assessment tool.
- Conversion and program upgrades to case management systems.
- Training initiatives that support the professional development of county adult probation and parole staff (i.e., Motivational Interviewing, Trauma-Informed Care, Mental Health First Aid, etc.).
- Other training, services, equipment, supplies, and/or programs that support compliance with PCCD’s Operating Standards for Adult Probation and Parole Departments in Pennsylvania 3rd Edition Revised, including implementation of Act 44 of 2023 reforms, and the improvement of county adult probation and parole supervision.
Eligibility Criteria
- Eligibility for these funds is open to Pennsylvania counties providing adult probation and parole services. Applicants may only submit one application under this non-competitive solicitation and must be in good standing with PCCD to be eligible for these funds.
- Counties must complete all Egrants application sections and provide the required documents as indicated in the funding announcement before funds can be awarded.
